Mr. Aguilera stated the applicant intends to construct homes con- taining 1,500 to 2,000 square feet that will range in price from $140,000 to $200,000. The lots will not exceed 7,200 square feet. Mr. Aguilera then outlined the surrounding uses and zoning, stating the zone change request will be consistent with surrounding and proposed land uses, the change will not have a negative effect on the environment, and the property values will be better preserved by the proposed change of zone. Mr. Aguilera concluded based on the analysis and findings, Staff recommends approval of the zone change request and First Reading of Ordinance No. 0-6-90. Mayor Gonzales asked if anyone present desired to speak on this matter. Mr. John Reichel, 3 Upper Newport Plaza, Newport Beach, spoke to the Council Members regarding the proposed zone change, the pro- posed development and improvements, and stated he would be happy to answer any questions the Council may have.
