(9 ) Special -Assessments Consider Resolution ordering the removal of Delinquent Tax Assessments from the County Tax Rolls on Assessment District No. 79-1, RESOLUTION NO. R-99-90. (10) Fees/Police Set for Public Hearing, Tuesday, October 2, 1990, increase in Fees for Police Services and Bail Amounts for Parking Citations. Moved by Councilman Lofy, seconded by Councilman Rehrer, to approve the Consent Calendar, with the change to Item No. 6. Unanimous vote. MAYOR AND COUNCIL, ITEMS: Proclamations Mayor Gonzales read in full a Proclamation designating September 1 through 8, 1990, as RECYCLING AWARENESS WEEK. The Proclamation was accepted by Public Works Director John Hutton, who also acknowledged Helen Cortez and David Mellili for their work with the City's Recycling Program. Councilman Rios read in full a Proclamation designating September 17 through 23, 1990, as CONSTITUTION WEEK. Councilman Lofy read in full a Proclamation designating September, 1990, as BICYCLE SAFETY AWARENESS MONTH. The Proclamation was accepted by Mr. James Solano, of the Automobile Club of Southern California. COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: Vehicle Abatement Ordinance & Contract Community Development Director Aguilera reported on a proposed ordi- nance and contract, with the County of San Bernardino, to operate a vehicle abatement program. Mr. Aguilera advised the County estimates there are 20,000 to 30,000 abandoned cars county -wide and, although Colton's proportionate share has not been qualified, Staff estimates the City's problem is probably in the range of 1,500 to 2,000 cars. Mr. Aguilera said our Code En- forcement Officer and the Police Department are both heavily involved in the abatement process with problem vehicles. Mr. Aguilera continued if the City contracts with the County to assist us in vehicle abatement, we can expect our personnel to be involved in the following: A complaint is received and our Code Enforcement Officer field in- spects the complaints to verify validity and vehicle I.D. numbers. 2 SEP 41990
