R-99-90. <br />(10) Fees/Police <br />Set for Public Hearing, Tuesday, October 2, 1990, increase in <br />Fees for Police Services and Bail Amounts for Parking Citations. <br />Moved by Councilman Lofy, seconded by Councilman Rehrer, to approve <br />the Consent Calendar, with the change to Item No. 6. Unanimous vote. <br />MAYOR AND COUNCIL, ITEMS: <br />Proclamations <br />Mayor Gonzales read in full a Proclamation designating September 1 <br />through 8, 1990, as RECYCLING AWARENESS WEEK. The Proclamation was <br />accepted by Public Works Director John Hutton, who also acknowledged <br />Helen Cortez and David Mellili for their work with the City's Recycling <br />Program. <br />Councilman Rios read in full a Proclamation designating September 17 <br />through 23, 1990, as CONSTITUTION WEEK. <br />Councilman Lofy read in full a Proclamation designating September, 1990, <br />as BICYCLE SAFETY AWARENESS MONTH. The Proclamation was accepted by <br />Mr. James Solano, of the Automobile Club of Southern California. <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Vehicle Abatement Ordinance & Contract <br />Community Development Director Aguilera reported on a proposed ordi- <br />nance and contract, with the County of San Bernardino, to operate a <br />vehicle abatement program. <br />Mr. Aguilera advised the County estimates there are 20,000 to 30,000 <br />abandoned cars county -wide and, although Colton's proportionate share <br />has not been qualified, Staff estimates the City's problem is probably <br />in the range of 1,500 to 2,000 cars. Mr. Aguilera said our Code En- <br />forcement Officer and the Police Department are both heavily involved <br />in the abatement process with problem vehicles. <br />Mr. Aguilera continued if the City contracts with the County to assist <br />us in vehicle abatement, we can expect our personnel to be involved in <br />the following: <br />A complaint is received and our Code Enforcement Officer field in- <br />spects the complaints to verify validity and vehicle I.D. numbers. <br />2 SEP 41990 <br />
