• <br />Mexico to import into Mexico sewage sludge and apply it to the land as <br />fertilizer and soil amendment. Mr. Wood advised the sludge is not toxic <br />and does not contain lead, and will be used as fertilizer for growing <br />cotton only, not for edible products. Mr. Wood said Varela Industries <br />would like to help the City of Colton control this problem of sludge <br />removal, and this company would indemnify and hold harmless the City of <br />Colton. <br />After additional discussion among Councilmembers and Staff, moved by <br />Councilman Rios, seconded by Councilman Lofy, to approve proposal from <br />Varela Industries for removal of sludge material from the City's Waste- <br />water Treatment Plant as a one-time operation, until such time as Staff <br />can get together with San Bernardino County on this matter. Upon Roll <br />Call, the Vote was Unanimous. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Personnel/Fire <br />Mr. Sotelo reported on the filling of three Battalion Commander positions <br />as directed by the City Council after January, 1990. <br />Mr. Sotelo continued several Councilmembers requested a Job Description <br />and Salary Range be established in order to proceed with the recruit- <br />ment. Mr. Sotelo said Staff recommends the Job Description and Salary <br />Range for Battalion Commanders be established in order to proceed with <br />recruitment, and be adopted'by Resolution No. R-100-90, and.that Staff <br />be directed to proceed with testing and filling of these positions as <br />funding is available. <br />Councilman Rios stated he had requested this item be placed on the <br />Agenda for action, however, in lieu of Councilwoman Cisneros' absence, <br />he would request that this matter be held over to the next Meeting. <br />Mayor Gonzales expressed his dissatisfaction with hiring three Battalion <br />Commanders, which he stated would result in the loss of three Firefighter <br />positions that are badly needed. Mayor Gonzales said the City is on an <br />austerity budget, and there are several other departments that are also <br />in need of positions to be filled. <br />Division Chief Bob Beach spoke to the City Council regarding the need <br />for filling these positions and advising that the stations are still <br />maintaining a minimum manning of 14 people per shift, and that would <br />not change. <br />Mr. Henry Mendoza, 464 West "M" Street, and Mr. George Fulp, 1497 Cindee <br />Lane, spoke in favor of hiring the three Battalion Commanders as these <br />positions were badly needed. <br />After additional discussion, this item was referred to the next regular <br />Council Meeting. <br />5 FSEp 41% <br />
