Mr. Hutton stated the State Regional Quality Control Board allows for <br />only so such material to be stored onsite by permit and then it is re- <br />quired to be removed to an acceptable location, of which there are very <br />few. Mr. Hutton advised landfills are no longer a viable disposal point <br />for sludge due to the cost per ton to dispose, the stringent regulations <br />regarding contents within the sludge, and, most of all, available space <br />at the landfills.' <br />Mr. Hutton reviewed the two proposals received and the total costs from <br />each for removal of the.sludge - Varela Industries, $69,152; L. Curti <br />Company, $43,200. <br />Mr. Hutton continued Varela Industries is a permitted contractor allowed <br />to landspred.the material in Mexico and, as outlined in a report from <br />Krieger & Stewart, is not required to have permits by the State. In <br />addition, Varela Industries indemnifies the City and accepts full re- <br />sponsibility for the hauled material, also naming the*City as additional <br />insured. <br />Mr. Hutton stated L. Curti Company is a licensed contractor who has been <br />issued waste discharge requirements for his operation and has filed for <br />a solid waste facility permit which is under State review at this time. <br />L. Curti's proposal also names the City as additional insured, however, <br />does'not specifically state that L. Curti will accept full responsibility <br />for the sludge once it leaves the Treatment Plant property. Staff has <br />requested additional information from L. Curti regarding the specific <br />responsibility for the material once received. <br />Mr. Hutton concluded taking into consideration the information provided, <br />Staff would recommend Council accept the proposal from Varela Industries <br />for the sludge removal from our Wastewater Treatment Plant, since they <br />meet all requirements, or authorize Staff to prepare formal bid proposals <br />to remove the sludge material. <br />Councilman Lofy asked if this proposal was a one time operation and if <br />Staff would be working with the County on the landfill problem, and also <br />going out to bid on the removal of the sludge. <br />Mr. Hutton answered yes, and Staff would advertise for Bids, however, <br />there are not that many companies that do this type of work. <br />Mr. Henry Mendoza, 464 West "M" Street, and Mr. George Fulp, 1497 Cindee <br />Lane, spoke to the Council stating the City should consider the liability <br />involved and that this could come back to haunt us. <br />Mr. Ray Abril, Jr., 330 East "N" Street, stated this has become a very <br />serious problem in South Colton, the residents are suffering because <br />of the odors, health hazard, etc., and that City should do something <br />as soon as possible to alleviate the problem. <br />Mr. Fred Wood, representing Varela Industries, 2786 East 16th Street, <br />Yuma, Arizona, stated this company has been hauling sludge for approxi- <br />mately 2-1/2 years from Los Angeles to Yuma, Arizona, and is the only <br />company permitted by the government of Mexicali, Baja California, and <br />spp 419931 <br />4 <br />
