30 -Day Cycle Utilities Billing <br />In response to City Council's directive to convert utilities billing from 60 -day cycle <br />to 30 -day cycle, City Manager Lewis reported that he and Finance Director <br />Acevedo have developed a system where the electric billing will be staggared with <br />water/trash billing so that residents will receive one billing, in approximately the <br />same amount, each month. This approach will cut the billing almost in half for <br />each resident. There will be simultaneous meter readings each time the meter <br />reader visits a residence. Mr. Lewis asked for further opportunity to return to the <br />Council with a final report. <br />Mayor Gonzales expressed concern of senior citizens who have limited income and <br />are requesting a 30 -day utility billing. Councilman Roman suggested informing <br />citizens of the proposed change and obtaining citizen input through a billing survey. <br />Councilman Lofy encouraged City Manager Lewis to develop a model and return to <br />the City Council with a final plan. <br />Mr. John Longfield, Colton resident, wondered if the electric meter and the water <br />meter could be read at the same time to be cost effective. City Manager Lewis <br />stated that it is the City's plan to have both meters read at each visit from the <br />meter reader. <br />Policy and Procedure re City Council Requests <br />Mayor Gonzales announced that Items 33 and 34 address the same subject and <br />will be reported as one item. City Manager Lewis presented staff's <br />recommendation for the implementation of Policy and Procedures for Addressing <br />Requests from City Council Members. <br />Motion by Councilman Lofy, seconded by Councilman Rehrer, to adopt the <br />proposed procedure to address City Council's requests. Unanimous vote. <br />ORAL COMMUNICATIONS: <br />Trash <br />Mr. John Longfield, 1809 Cottonwood Dr., Colton, complained that a trash can <br />was overturned in front of his house which he reported to the Sanitation <br />Department prior to his going to work in the morning. They promised pick-up at <br />1:00 p. m. Upon his return, Mr. Longfield saw trash had not been picked up and <br />when he attempted to contact the Sanitation Department he found that everyone <br />was gone by 4:00 p. m.
