Budget <br />City Manager Lewis indicated this is a recap of budget adjustments adopted by the <br />City Council to reduce a budget deficit for Fiscal Year 1991-92. Finance Director <br />Acevedo analyzed the progress and recommended that the report be accepted and <br />adopted. Further, he recommended that the City Manager be authorized to <br />allocate $600,000, as needed, to those departments most severely impacted or <br />experiencing unforseen emergency. <br />City Manager Lewis expressed gratitude to Mr. Acevedo and the entire <br />Management Team for pulling together and bringing a swift conclusion to this <br />financial difficulty. <br />Mayor Gonzales and Councilman Lofy individually extended heartfelt <br />congratulations to the City Manager for his progressive thinking and to the <br />Management Team and City Employees for their positive and expedient action. <br />Motion by Councilman Roman, seconded by Councilman Lofy, to accept this report <br />and authorize the City Manager to allocate funds as needed. Unanimous vote. <br />Rancho Mediterrania <br />City Manager Lewis reported Staff and City Attorney have put together a proposal <br />to obtain the consulting services of Pacific Parks Associates, Inc., to set up a <br />tenant buy-out. Further, staff recommended that the City Manager be authorized <br />to pursue settlement of litigation. <br />Motion by Councilman Lofy, seconded by Councilman Rehrer, to approve Pacific <br />Parks consulting agreement and authorize settlement of litigation by the City <br />Manager/Executive Director in the maximum amount of $200,000 to be paid from <br />low- and moderate -income housing reserve funds. Unanimous vote. <br />Management Performance Appraisals <br />City Manager Lewis proposed the implementation of Executive Management <br />Performance Appraisal to develop a highly effective/ quality management team for <br />the City of Colton. <br />Motion by Councilman Lofy, seconded by Councilman Rehrer, to adopt the <br />approach to the executive performance appraisal process found in the Executive <br />Management Performance Appraisal Manual.
