Budget City Manager Lewis indicated this is a recap of budget adjustments adopted by the City Council to reduce a budget deficit for Fiscal Year 1991-92. Finance Director Acevedo analyzed the progress and recommended that the report be accepted and adopted. Further, he recommended that the City Manager be authorized to allocate $600,000, as needed, to those departments most severely impacted or experiencing unforseen emergency. City Manager Lewis expressed gratitude to Mr. Acevedo and the entire Management Team for pulling together and bringing a swift conclusion to this financial difficulty. Mayor Gonzales and Councilman Lofy individually extended heartfelt congratulations to the City Manager for his progressive thinking and to the Management Team and City Employees for their positive and expedient action. Motion by Councilman Roman, seconded by Councilman Lofy, to accept this report and authorize the City Manager to allocate funds as needed. Unanimous vote. Rancho Mediterrania City Manager Lewis reported Staff and City Attorney have put together a proposal to obtain the consulting services of Pacific Parks Associates, Inc., to set up a tenant buy-out. Further, staff recommended that the City Manager be authorized to pursue settlement of litigation. Motion by Councilman Lofy, seconded by Councilman Rehrer, to approve Pacific Parks consulting agreement and authorize settlement of litigation by the City Manager/Executive Director in the maximum amount of $200,000 to be paid from low- and moderate -income housing reserve funds. Unanimous vote. Management Performance Appraisals City Manager Lewis proposed the implementation of Executive Management Performance Appraisal to develop a highly effective/ quality management team for the City of Colton. Motion by Councilman Lofy, seconded by Councilman Rehrer, to adopt the approach to the executive performance appraisal process found in the Executive Management Performance Appraisal Manual.
