Sales and Use Tax Ordinance <br />City Manager Lewis introduced Mr. David Zamora, RDA Economic Development <br />Director who provided information on the amended owner participation agreement <br />with Plaza Las Glorias for redevelopment of the Mt. Vernon Shopping Center within <br />the City of Colton. The instant ordinance amends the Colton Municipal Code to <br />grant credits against sales and use taxes owed to the City. Staff recommended <br />that City Council waive first reading of Ordinance No. 0-11-92. <br />Moved by Councilman Lofy, seconded by Councilman Rehrer, to waive Full <br />Reading and Pass First Reading of ORDINANCE NO. 0-11-92. <br />ORDINANCE NO. 0-11-92 - <br />(First Reading) <br />ORAL COMMUNICATIONS: <br />Flyer -Rebuttal <br />AN ORDINANCE OF THE CITY OF COLTON <br />AMENDING CHAPTER 3.28 OF TITLE 3 OF THE <br />COLTON MUNICIPAL CODE TO GRANT CREDITS <br />AGAINST SALES AND USE TAXES OWED TO THE <br />CITY OF COLTON IN THE AMOUNT OF SALES <br />AND USE TAXES PAID, IF ANY, TO THE COLTON <br />REDEVELOPMENT AGENCY. <br />Mr. Jesse Valdivia, Jr., 951 Illinois, Colton, presented rebuttal to statements by <br />Mr. Gene McMeans to a flyer circulated in the community which called for the <br />recall of a certain councilmember, on one side, and which listed the agenda for a <br />meeting on councilmanic districts - providing that committee's membership <br />information, on the reverse side - which appeared to imply that the committee <br />endorsed the recall petition. <br />Mr. Valdivia stated he was hired by Mr. Mendoza and Mr. Fulp to circulate the <br />Councilmanic District Petition and he made the choice to print this information <br />using both sides of the paper. Mr. Valdivia felt he had a part in the success of the <br />meaure being placed on the ballot. He is also involved in circulating the Recall <br />Petition on Councilmember Cisneros and stated he shared his view to "tumble <br />Camelot and overcome the power." Mr. Valdivia retorted to the charge of "slime <br />and innuendo." As he distributed flyers, he never suggested or insinuated that the <br />"good people" of the Councilmanic Committee supported or were part of the recall <br />effort. <br />5 <br />2 11992 <br />
