ORDINANCE NO. 0-06-92 - ORDINANCE MAKING CALIFORNIA CODE OF CIVIL
(First Reading) PROCEDURE SECTION 1094.6 APPLICABLE TO
ALL FINAL ADMINISTRATIVE DECISIONS OR
ORDERS WHICH ARE SUBJECT TO REVIEW UNDER
CALIFORNIA CODE OF CIVIL PROCEDURE
SECTION 1094.5.
COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS:
Demolition of Structures
Community Development Director Aguilera identified a number of
substandard buildings located within the City. He reported that
owners have been provided more than sufficient notice within which
to repair or abate the buildings. Having received no response from
the owners, the properties have been put to bid and no bids were
received. Mr. Aguilera informed that his office has negotiated a
quote from Presco, Inc., local demolition contractor, for the total
sum of $16,960.
All costs incurred by the City for demolition, including
administrative costs, will be recovered through a lien on the
property in question. Staff recommended approval of Resolution No.
R-15-92, authorizing the City Manager to enter into contract with
Presco, Inc. and, further, that the City Manager approve the
"Transfer of Funds" in the amount of $16,960 for payment of said
demolition.
Councilman Roman inquired if property owners were notified of this
action; Mr. Aguilera announced that property owners were provided
30 days' notice to contest any action.
Councilman Roman inquired if the buildings could be used by the
Fire Department for practice. Mr. Aguilera stated that AQMD would
not allow it. Fire Chief further advised of the area needed to
provide a good burn site and concluded that none of these
properties qualified.
Mayor Gonzales asked if any of these buildings were owner -occupied
and Mr. Aguilera informed that these were rentals, now vacant.
Motion by Councilman Roman, seconded by Councilman Lofy, to adopt
RESOLUTION NO. R-15-92. Unanimous vote.
RESOLUTION NO. R-15-92 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF COLTON TO AWARD CONTRACTS FOR THE
DEMOLITION OF SEVERAL DANGEROUS
STRUCTURES.
5
FEB 4 1992
