Annexation <br />Following City Council directive to implement measures to resolve <br />current fiscal deficit and improve the economic situation, <br />Community Development Director Aguilera reported the annexation of <br />the Cal -Mat Cement property is estimated to generate, beginning <br />Fiscal Year 1993-94, an annual net tax of approximately <br />$350,000.00. The revenue is derived from the property and <br />franchise tax fees. The steps for annexation are based as follows: <br />1. Local Agency Formation Commission (LAFCO) approval of the <br />annexation. <br />2. City Council approval of the annexation. <br />3. Property owners approval of the annexation. <br />In case property owners protest, those protests would be <br />considered advisory at the LAFCO level; mandatory at the <br />City Council level, which may lend to a property owner <br />ballot election should over fifty percent (50%) of the <br />property owners protest. <br />For annexation of the Cal -Mat Cement property, Mr. Aguilera <br />reported that estimated total for fees is $6,910.00. <br />Staff recommended approval of the Resolution of Intent and <br />requested approval of the Transfer of Funds from the General Fund <br />to the Department's Professional Services Account in the amount of <br />$6,910. <br />Further, Mr. Aguilera cautioned about special state law provisions <br />dealing with mining operations. He suggested that a small <br />percentage of money be set aside to contract with the County Mining <br />Geology Department to keep us abreast of state law. <br />Motion by Councilman Roman, seconded by Councilman Lofy, to adopt <br />RESOLUTION NO. R-16-92. Unanimous vote. <br />RESOLUTION NO.
