Development Zones which are similar to Enterprise Zones except that <br />the Recycling Market Development Zones seek to attract and retain <br />recycling industries. <br />California Integrated Waste Management Board has opened the <br />application process for designation of eight Recycling Market <br />Development Zones. The Agua Mansa Enterprise Zone Marketing <br />Committee is preparing an application for zone designation on <br />behalf of the Agua Mansa Industrial Growth Association ("AMIGA".) <br />The County of Riverside is serving as the lead agency in the <br />application process. <br />Upon designation, the State provides technical assistance related <br />to zone administration and shares leads and provides up to five <br />million dollars per year in low interest loans to recycling <br />businesses. Mr. Zamora concluded these incentives, along with <br />Enterprise Zone incentives, will provide new economic vitality to <br />our communities and strengthen the local markets for recyclable <br />materials as well as complement future development of Materials <br />Recovery Facilities. Staff recommended approval of the specific <br />designation. <br />Motion by Councilman Lofy, seconded by Councilman Rehrer, to adopt <br />RESOLUTION NO. R-28-92. R-28-92 - A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON, CALIFORNIA, DESIGNATING <br />THAT PORTION OF THE AGUA MANSA ENTERPRISE <br />ZONE AS A RECYCLING MARKET DEVELOPMENT <br />ZONE LYING WITHIN THE CITY OF COLTON. <br />PARKS, RECREATION & HUMAN SERVICES DIRECTOR'S REPORTS AND <br />RECOMMENDATIONS: <br />West Valley Park <br />Parks, Recreation & Human Services Director Gaytan announced Phase <br />I amenities - parking area, lighting, handicap access and outer <br />fencing - have been completed and West Valley Park is now open to <br />the public. He extended an invitation to the dedication and <br />ribbon -cutting ceremony to be held on Arbor Day. Mr. Gaytan <br />stated that the Finance Department is identifying funds which may <br />be available through the CFD fund and the Park Development Tax Fund <br />to complete Phases II and III. Mr. Gaytan recognized and expressed <br />appreciation to the joint efforts of the Public Works Department, <br />the Electric Department and the Parks Division for the completion <br />of the West Valley Park. <br />7 <br />
