Mr. Dick Larsen as a member of the boundary committee concurred <br />with Mr. McMeans. He stated that at the last City Council meeting <br />after Ms. Adams made her presentation the subject was opened for <br />questions and there were none. <br />He rebutted the allegations about gerrymandering. He stated the <br />committee followed the authority found in the Government Code. <br />Further, the committee received no information where anyone lived. <br />Adjustments will be considered and can be made. The committee is <br />anxious to meet the legal requirements to get the matter on the <br />ballot. <br />Mr. Henry Mendoza, 464 W. "M" St., Colton, a member of the <br />committee, agreed with Messrs. Larsen and McMeans. No setting has <br />been provided for anyone; change the boundaries, if necessary. <br />There is a need to proceed quickly to meet deadlines. <br />Councilman Roman reiterated that the wishes of the town need to be <br />met as to map boundaries and people need to be heard. Mayor <br />Gonzales stated the matter needs to be returned to committee for <br />reconsideration of proponents' findings and for public hearing. <br />Councilman Roman volunteered to meet once a week until this matter <br />is totally resolved. <br />Mr. McMeans queried about providing notice for the public hearing <br />on the Councilmanic District Map. City Attorney Brown stated there <br />is no legal requirement. In law, the norm is usually 10 days' <br />notice. <br />Mayor Gonzales asked Florence Adams if she could attend public <br />hearing and answer questions. She answered affirmatively. <br />Councilman Lofy wondered what further action would be taken if the <br />committee made no changes after public hearing. Is the objective <br />to put the matter on the ballot or to keep the matter off the <br />ballot? Mayor Gonzales emphasized that we need community input <br />before the matter can be addressed. <br />City Clerk Helen Ramos informed that if the public hearing is to be <br />held on Monday that the earliest publication can be had is next <br />Sunday which allows only one day of notice. <br />Mr. Jesse Valdivia volunteered to distribute flyers, door to door. <br />Mayor Gonzales directed that the committee and proponents meet with <br />City Attorney Brown and City Clerk Helen Ramos to set up a public <br />hearing date. Mayor Gonzales indicated that Item 29 on tonight's <br />agenda will not be heard until after the public hearing. <br />5 <br />JAN 7 1992 <br />
