STAFF REPORTS• <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Housina Advisory Appeal Board <br />Community Development Director Aguilera reported the subject board <br />was formed when the Building Department operated independently of <br />the Planning Department. It acted as an appellate body to the <br />Building Officials' decision on several issues, including <br />condemnation of property. The Board has not met in three years and <br />two of the five members remain. <br />The Building Department is now a division of the Community <br />Development Department. The City would be better served by <br />transferring the duties of the Board to the Planning Commission. <br />Staff recommended approval of a resolution terminating and <br />disbanding the Housing Advisory Appeals Board and mandating that <br />the Planning Commission act in its stead. <br />Moved by Councilman Roman, seconded by Councilman Rehrer, to <br />approve Staff's recommendations as outlined, and adopt Resolution <br />No. R-05-92. Unanimous vote. <br />RESOLUTION NO. R-05-92 - A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON TERMINATING AND DISBANDING <br />THE HOUSING ADVISORY APPEALS BOARD PREVI- <br />OUSLY ESTABLISHED BY RESOLUTION NO. 3380. <br />Appeal <br />Community Development Director Jaime Aguilera reported that <br />applicant Home Savings of America, better known as Centerpointe <br />Apartments, requested Planning Commission approval of a pole sign <br />measuring 30 feet high and a per face square footage of 92 square <br />feet. Gary Quiel, applicant's representative, told the Commission <br />the reason for the pole sign request was to increase the economic <br />viability of the apartment complex. Assistant Manager Arlene <br />Thomas indicated that when they were forced to remove an illegal <br />poles sign, their business dropped by 40%. <br />The Commission agreed to allow the pole sign if reduced in height <br />from 30 feet to 10 feet, allowing the sign to be seen from <br />southbound traffic. Applicant has filed appeal of the Planning <br />Commission decision. Planning Commission recommends denial of the <br />applicant's appeal. <br />D <br />JAN 7 1992 <br />
