Brother Eugene Dougherty, Executive Director of A.P.A.C., a Non - <br />Profit Religious Corporation, presented summary of a letter dated <br />January 15, 1992, wherein he described the agreement with Jim Snow <br />of L. J. Snow Ford to lease his former car lot on the corner of <br />Laurel and Mt. Vernon in Colton to be used for a Rent -a -Space car <br />lot. <br />A.P.A.0 would lease spaces to private parties; to oversee that no <br />car is stolen or damaged and to take the name and phone number of <br />any prospective buyer for leasee. Under NO condition would the <br />organization sell a car for anyone. All profits realized would go <br />directly to the program for abused parents and children, except for <br />the attendants salary. <br />Code Enforcement OFficer, J. C. Washington, informed A.P.A.C. that <br />it would need a Conditional Use Permit. The fee is $2,450.00, which <br />the organization cannot afford; therefore, Brother Dougherty <br />requested that the City Council waive this cost. <br />With concurrence of City Council, Mayor Gonzales referred the <br />matter to staff for investigation, report and recommendation. <br />STAFF REPORTS: <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Community Development Director Aguilera reported about new <br />provisions of the California Health and Safety Code and the <br />California Administrative Code requiring amendments to the building <br />abatement ordinance. The changes are minor and classified as <br />follows: <br />A) Changes in the noticing procedure, whereby an appellant <br />shall be given 30 days to prepare prior to a hearing and <br />15 days after the hearing to execute the City's decision. <br />B) Regarding the posting of notices, the City shall post each <br />unit with the same notice given the owner. <br />Staff recommended Ordinance 0-2-90 be amended to include the <br />provisions addressed in the memorandum dated December 4, 1991 from <br />Best, Best & Krieger, excluding those related to court actions <br />only. Staff recommended waiving full reading and passing first <br />reading of Ordinance No. 0-04-92. <br />JAN211992 <br />
