(31) Fleming Park <br />Approval of Colton First Baptist Church's Request for Fleming Park Use, Along <br />with Electricity for Sound System, on July 12, 1992 from 2:00 p. m. to 8:30 <br />p. m., for their Church Fair. <br />(32) Annual Parish Fiesta <br />Approval of Immaculate Conception Church's Request for Street Closure on <br />Olive Street between 9th Street and La Cadena Drive on July 25 and 26, 1992, <br />Plus Palm Fronds for Decoration of 31 Booths; Three Trash Bins; Bleachers; a <br />"Cherry Picker" and Man -power for Parachute Shade Set-up. <br />(33) Claims <br />Denial of Claims of Janie Wichmann and Virgil Juranek. <br />(34) Agreement <br />Approval of Lease Agreement for Office Space at 635 North La Cadena, Colton. <br />Motion by Councilmember Cisneros, seconded by Councilmember Roman, to accept and <br />approve the Consent Calendar. Unanimous vote. <br />Rent Control Amendment <br />Removed from the Consent Calendar, Mayor Gonzales declared Item 22 relating to Rent <br />Control Amendment open for discussion. <br />Mrs. Norma E. Smith, 2751 Reche Canyon Road, Sp. #163, encouraged the City Council to <br />adopt the Rent Control Amendment. She related that she is on a month to month lease. Her <br />only income is from a widow's pension in the sum of $700 from which she pays $600.00 <br />for space rent and the mobile home payment. From the remaining balance of $100.00, she <br />allocates $60.00 for car insurance and exists on $40.00 which buys groceries and pays for <br />the telephone. She stated that rent control provided a measure of protection which would <br />allow her to sell the mobile home without extra costs. <br />Attorney Richard Elias, 725 Brea Canyon Road, Walnut, California, represented the Reche <br />Canyon Estates owners, Bessire & Casenhisre, Inc. He offered that the City Council's intent <br />to protect the mobile home owners is understood. He criticized the intention as misplaced <br />because it extends protection to prospective mobile home buyers who are new to this <br />community. He queried why the City would want to protect the interest of someone coming <br />from Los Angeles, or other cities, who is used to paying $600.00 per month or more and <br />now this prospective renter will benefit from an average rent of $270.00 per month? Mr. <br />Elias read from prepared text which indicated that the proposed amendment does not specify <br />that buyers from outside should be exempt. Now the City intends to control rents and to <br />offset this, increases will have to be realized elsewhere. He recommended that the present <br />ordinance remain as is or, in the alternative, modify the amendment to exempt prospective <br />5 <br />J U N 16 1992 <br />
