Motion by Councilmember Roman, seconded by Councilmember Cisneros, to Approve the <br />Engineer's Report for FY92-93 and to Adopt Resolutions Nos. R-71-92 and R-72-92. <br />Unanimous vote. <br />RESOLUTION NO. R-71-92 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE <br />CITY OF COLTON APPROVING ENGINEER'S REPORT FOR <br />LEVY OF ANNUAL ASSESSMENTS FOR FY92-93 FOR THE <br />LANDSCAPE MAINTENANCE DISTRICT. <br />RESOLUTION NO. R-72-92 - RESOLUTION ORDERING THE CONTINUED OPERATION OF <br />THE CITY OF COLTON LANDSCAPE MAINTENANCE <br />DISTRICT NO. 1 CONFIRMING THE ASSESSMENT AND <br />DIAGRAM AND ORDERING LEVY AND COLLECTION OF <br />SPECIAL ASSESSMENTS FOR FISCAL YEAR 1992-93. <br />Fees <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported no protests or <br />objections received. <br />City Manager Lewis proposed a more systematic and documented approach to establish <br />financial integrity over the rate -setting process based on the organization's costs and <br />disbursements. It is expected that the Master Fee Schedule will provide current, complete <br />and accurate data to the City Council and to the public. After providing public notice as to <br />rate and/or tax information, the following departments revising or establishing fees are: <br />1. City Clerk/Cemetery <br />2. Finance/Business License Tax <br />3. Community Development <br />4. Police (Animal Control) <br />5. Fire (Ambulance and Inspection) <br />6. Public Works - Refuse <br />7. Public Utilities, Sewer Fees (Omitted) <br />Fiscal impact to the budget is expected in the form of additional or new revenue, <br />approximately $1,195,970. <br />The sewer utility has been withheld from this proposal to allow for further study as to <br />tertiary treatment and for discussion with City Council. Also, federal requisites creating <br />more changes to improve the water are expected. <br />City Manager recommended approval of Resolution No. R-73-92. <br />J U N 16 1992 <br />
