R-71-92 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF THE CITY OF COLTON APPROVING ENGINEER'S REPORT FOR LEVY OF ANNUAL ASSESSMENTS FOR FY92-93 FOR THE LANDSCAPE MAINTENANCE DISTRICT. RESOLUTION NO. R-72-92 - RESOLUTION ORDERING THE CONTINUED OPERATION OF THE CITY OF COLTON LANDSCAPE MAINTENANCE DISTRICT NO. 1 CONFIRMING THE ASSESSMENT AND DIAGRAM AND ORDERING LEVY AND COLLECTION OF SPECIAL ASSESSMENTS FOR FISCAL YEAR 1992-93. Fees Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported no protests or objections received. City Manager Lewis proposed a more systematic and documented approach to establish financial integrity over the rate -setting process based on the organization's costs and disbursements. It is expected that the Master Fee Schedule will provide current, complete and accurate data to the City Council and to the public. After providing public notice as to rate and/or tax information, the following departments revising or establishing fees are: 1. City Clerk/Cemetery 2. Finance/Business License Tax 3. Community Development 4. Police (Animal Control) 5. Fire (Ambulance and Inspection) 6. Public Works - Refuse 7. Public Utilities, Sewer Fees (Omitted) Fiscal impact to the budget is expected in the form of additional or new revenue, approximately $1,195,970. The sewer utility has been withheld from this proposal to allow for further study as to tertiary treatment and for discussion with City Council. Also, federal requisites creating more changes to improve the water are expected. City Manager recommended approval of Resolution No. R-73-92. J U N 16 1992
