City Clerk Ramos provided brief background and description of park <br />improvements currently authorized and available through CFD 88-1. <br />She noted that residents of the particular area successfully <br />petitioned and the City Council adopted Resolution R-11-92 to allow <br />a Special Election via mail ballot for authorization to change the <br />types of facilities. City Clerk Ramos reported that no written <br />protests were received; therefore, she recommended that the City <br />Council adopt Resolution No. R-33-92, calling a Special Mail Ballot <br />Election to be held June 16, 1992. <br />Mr. Donald J. Sanders, 1445 N. Teresa, Colton, applauded the <br />Council's action in this matter. As spokesman of the homeowners <br />present, he requested that the City Council direct the City <br />Attorney to analyze their request for waiver of the mail ballot to <br />expedite the process from June to April. Also, the citizens <br />requested that some of their number be appointed as an advisory <br />committee to allow them input on selection of equipment and <br />placement of facilities. <br />City Clerk Ramos indicated that this process was new to everyone. <br />She suggested that the Public Hearing remain open and continued to <br />a later time tonight to allow her the opportunity to research the <br />state code and the directives on Mello -Roos Districts. It may be <br />that the question on waiver of mail ballot is moot. <br />City Manager Lewis suggested, with concurrence of Deputy City <br />Attorney Biggs, that the City Council proceed with setting the <br />election date and thus provide opportunity for the City Attorney to <br />investigate the question and provide an answer at the next City <br />Council meeting. <br />After hearing persons requesting to be heard, on motion of <br />Councilmember Cisneros, seconded by Councilmember Lofy, the Public <br />Hearing is terminated. <br />Motion by Councilmember Cisneros, seconded by Councilmember Lofy, <br />to adopt Resolution R-33-92 and to appoint citizens to advisory <br />committee.
