PUBLIC HEARING: Revised Zoning Ordinance Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported no protests or objections were received. Mr. Hani Gabriel, Planner, reported on the annual revisions of the Zoning Ordinance, prompted by changes in the law or new development issues. After extensive review, the Planning Commission recommended the proposed Zoning Ordinance for approval. The City Council reviewed the proposed ordinance on November 19, 1991 and April 21, 1992. At their last meeting, the City Council suggested modification to the item requiring code enforcement action against existing signs. The present Ordinance has incorporated changes to Section 18.50.040 allowing the existing signs to be governed by the existing Ordinance and future signs to be governed by the new Ordinance. Further, the Planning Commission recommended approval of a Negative Declaration of the proposed Zoning Ordinance in light of minor changes to the existing Ordinance. Financial impact is expected to be minimal as the existing Ordinance is in need of reprinting and the cost for the proposed Ordinance has been allocated to the 1992-93 budget. Staff recommended waiving full reading and passing First Reading of the proposed ordinance. Councilman Roman expressed concern about the sign ordinance being too restrictive. Further, he recalled that the City Council's request for "grandfathering" new sign restrictions was to have been brought back for further City Council review and action. Mr. Brett Buffington, 1000 Torrey Pines Drive, expressed concern on behalf of the residents of American Homes regarding inoperable vehicles or parking of vehicles. Mr. Gabriel offered to show Mr. Buffington the section in the Zoning Ordinance regarding inoperable vehicles. Upon recommendation of the City Manager and with approval of the City Council, the Public Hearing was continued to the next Council meeting. 0 M AY 19 1992
