PUBLIC HEARING: <br />Revised Zoning Ordinance <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported no protests or <br />objections were received. <br />Mr. Hani Gabriel, Planner, reported on the annual revisions of the Zoning <br />Ordinance, prompted by changes in the law or new development issues. After <br />extensive review, the Planning Commission recommended the proposed Zoning <br />Ordinance for approval. <br />The City Council reviewed the proposed ordinance on November 19, 1991 and <br />April 21, 1992. At their last meeting, the City Council suggested modification to <br />the item requiring code enforcement action against existing signs. The present <br />Ordinance has incorporated changes to Section 18.50.040 allowing the existing <br />signs to be governed by the existing Ordinance and future signs to be governed by <br />the new Ordinance. <br />Further, the Planning Commission recommended approval of a Negative Declaration <br />of the proposed Zoning Ordinance in light of minor changes to the existing <br />Ordinance. Financial impact is expected to be minimal as the existing Ordinance is <br />in need of reprinting and the cost for the proposed Ordinance has been allocated to <br />the 1992-93 budget. Staff recommended waiving full reading and passing First <br />Reading of the proposed ordinance. <br />Councilman Roman expressed concern about the sign ordinance being too <br />restrictive. Further, he recalled that the City Council's request for "grandfathering" <br />new sign restrictions was to have been brought back for further City Council <br />review and action. <br />Mr. Brett Buffington, 1000 Torrey Pines Drive, expressed concern on behalf of the <br />residents of American Homes regarding inoperable vehicles or parking of vehicles. <br />Mr. Gabriel offered to show Mr. Buffington the section in the Zoning Ordinance <br />regarding inoperable vehicles. <br />Upon recommendation of the City Manager and with approval of the City Council, <br />the Public Hearing was continued to the next Council meeting. <br />0 <br />M AY 19 1992 <br />
