I. Parks, Recreation and Human Services Director Herron reported on the <br />Teen Center which is expected to provide gymnasium and teen services by <br />the year 1994. He stated that an architect will be contacted for designs to <br />be submitted by fall of this year with bid process to follow. Construction is <br />anticipated to begin by June 1, 1993. Mr Herron invited input from the <br />community. <br />2. Police Chief Stratton reported on the Gang Intervention Program which is <br />targeted to start in the school system. Officer Victor Paul will be designated <br />as Resource Officer or liaison between the schools and City. It is expected <br />that by January of 1993 an officer will be available in the school scene. <br />Also planned are meetings with teen members, neighborhood meetings, <br />organized field trips, graffiti monitoring, network at school, sponsoring of <br />Junior Explorers Program and job program. <br />3. Economic Development Director Zamora spoke about more affordable <br />housing for the first time homebuyer. He indicated that it will be the City's <br />aim to provide homes in revitalized neighborhoods by the end of 1994-95. <br />Staff is conducting feasibility analyses to determine the community's best <br />interest in the area located on the northwest portion of the City between <br />Rancho and Mill Streets. <br />4. Personnel Director Johnson stated that steps are being taken to review <br />and update the existing Affirmative Action Program by focusing on recruiting <br />and hiring women and minorities to sworn positions in the Police Department <br />and Fire Department, establishing goals and timetables, effective July 1992. <br />He will prepare a breakdown by departments of minorities in management <br />vs. non -management roles. <br />5. Fire Chief Hall gave background on the development of the Paramedic <br />Ambulance Program. He stated that growth has been steady and that there <br />are now 18 paramedics now serving the community with the fourth <br />paramedic team located in Fire Station No. 3. In May 1992, the City <br />Council approved two new ambulances. Chief Hall predicted that by <br />October 1992 the Paramedic Ambulance Program will be providing a high <br />level of service. <br />6. Public Works Director Hutton reported on a five year capital <br />improvement plan, to be known as PAVING THE WAY TO THE FUTURE - <br />VISION 92/93, which will encompass 27 miles of road paving, composed of <br />five phases. He stated that the program will utilize all municipal resources <br />available: RDA Funding, CDBG, FAU, State and Federal Transportation <br />Funds, County Host City Fees, CFD Funds and any local Measure I Funds <br />that become available over the term of the county sales tax initiative. <br />8 <br />MAY�s1992 <br />
