City Clerk Padilla announced that the Affidavit of Publication for the public hearing was on file in the City Clerk's office and no protests or objections have been received. Assistant City Manager Nuaimi presented the item for council consideration and requested approval of staff's recommendation. PUBLIC COMMENT Jason Lee, Colton Land Investment, Distinguished Homes, acknowledged staff in the development of this project and offered to answer any question if clarification needed. Motion and second by CM De La RosaNzaguirre to close the public hearing, Unanimous vote. Discussion continued with CM Mitchell requesting clarification from staff on escalator rates, and acknowledging developer for working with the surrounding residents regarding the proposed project. Finance Director DeAlwis responded. Motion/second by CM Mitchell/Mayor Pro Tempore Suchil to waive full reading and pass first reading of Ordinance 0-22-07. Discussion continued with Council wanting clarification of funding for park maintenance and operations, street improvements, signalization, and benefit to the project development. Staff responded. VOTE: Motion carried with CM De La Rosa voting "NO".
