SPECIAL MEETING OF THE CITY COUNCIL/REDEVELOPMENT AGENCY/COLTON UTILITY AUTHORITY OF THE CITY OF COLTON JOINED WITH THE PLANNING COMMISSION AND PARKS AND RECREATION COMMISSION OF THE CITY OF COLTON DECEMBER 5, 2007 A Special Meeting of the City Council/Redevelopment Agency/Colton Utility Authority of the City of Colton joined with the Recreation and Parks Commission, Planning Commission, and Regional Park Committee was held at 5:34 p.m., on the above -given date in the Council Chambers of City Hall, located at 650 North La Cadena Drive, Colton, California Mayor Chastain presiding. Notice of Special Meeting was given on November 28, 2007, in compliance with Government Code Section 54956. ROLL CALL CITY COUNCIL: Councilmembers present were Suchil, Mitchell, Oliva, De La Rosa, Yzaguirre, and Mayor Chastain. Also present were City Manager Parrish, City Attorney Martinez, and Chief Deputy City Clerk Flores. Councilmember Toro absent. ROLL CALL PLANNING COMMISSION: Commissioners present were Alex Perez, Tom Archuleta, Richard Prieto, Cynthia Ramirez, Gilbert Arrieta and Chairperson Joe Perez III. Also present was Community Development Director Zamora ROLL CALL RECREATION AND PARKS COMMISSION: Commissioners present were Pilar Tabera, Cynthia De La Rosa arrived at 6:03 p.m. , Estel Kunter, Jay Kitchen arrived at 5:36 p.m. and Chairperson Jimmy Ramirez. Also present were Recreation and Parks Director Smith. PUBLIC COMMENT: The following citizen addressed the City Council: Committee member Ray Abril requests Item No. 2 be brought forward. Motion/second by CM De La Rosa/Suchil to change the order of the Agenda and hear the County Regional Park Presentation first. Motion carried with CM Mitchell and Mayor Chastain voting "NO" and CM Toro absent. RECESS.- At ECESS:At 5:46 p.m. Mayor Chastain announced a recess so that the Colton Blue Ribbon Citizen's Committee could take their places before the council and at 5:56 p.m. the meeting was reconvened with all members present heretofore.
