Mayor Pro Tempore Mitchell asked for clarification on how long these Ad Hoc Committees will last. City Manager Parrish explained that tentatively it would be a year. City Attorney Derleth explained that a deadline should not be set; Council will have to agendize to come back and extend for as long as it is needed. AGENDA REVIEW: City Manager. City Manager Parrish presented Consent Calendar Items No. (s) 1 thru 18, for approval with Mayor Chastain, Mayor Pro Tempore Mitchell and Councilmember Suchil recusing themselves from voting on Item 12 as they sit on the PAL Board. Discussion continued and CM De La Rosa requested that Item 16 and 18 be pulled for a separate vote. Motion/second by Mayor Pro Tempore Mitchell/CM Suchil to approve Consent Calendar Items 1-17 with a separate for item 16 and item 18, and Mayor Chastain, Mayor Pro Tempore Mitchell and Councilmember Suchil recusing themselves from voting on Item 12 as they sit on the PAL Board. Motion carried with Mayor Chastain, Mayor Pro Tempore Mitchell and Councilmember Suchil recusing themselves on Item 12. (16) First Amendment/TMG Communications Inc. - Authorize the City Manager to Execute a First Amendment to the City's existing Standard Professional Services Agreement with TMG Communications, Inc., Extending the Term of the Agreement to February 29, 2008; Expand the Scope of Services; and Increase the Total Compensation Not to Exceed Five Thousand Seven Hundred Twenty Eight Dollars and Seventy-two Cents ($5,728.72). Motion/second by Mayor Pro Tempore Mitchell/CM Oliva. Motion carried with CM De La Rosa/Suchil voting "NO". (18) RDA/Amendment to Agreement/Hall & Foreman Inc - First Amendment to Professional Services Agreement to Hall & Foreman, Inc. for the West Valley Specific Plan Amendment. Motion/second by Mayor Pro Tempore Mitchell/CM De La Rosa. Motion carried with CM De La Rosa/Suchil voting "NO".
