Community Development Director Zamora presented an overview of the agenda report with request to approve staff's recommendation and adopt and approve resolution, R- 11-08; applicant is present to explain Myths and Facts in Affordable Housing for this type of project and to make a presentation regarding this development. Charles Hutchinson, Developer, presented a recap of the project and the steps taken for the final concept presented for approval; explained/addressed Council concerns: traffic congestion; security issues; neighborhood properties. PUBLIC COMMENT Fred Cordova, spoke against the project. Ruben Gomez, spoke against the project. Damon Howard, spoke against the project. Kathy Holland -Smith, spoke against the project. At 7:02 p.m. CM Toro left the dais. Motion/second by Mayor Pro Tempore Mitchell/CM Suchil to close the public hearing. Motion carried with CM Toro absent from the dais. At 7:07 p.m. CM Toro returned to his place at the dais. Motion/second by CM Yzaguirre/Toro to approve and adopt Resolution NO. R-11-08 to include 3.10.10(b)(1) Equipment to be digital with quality and retention acceptable to the Chief of Police. Motion carried with CM Suchil/De La Rosa voting "NO".
