Parcel Nos. 0164-161-06, 07, 26 & 30-0000) (File Index No. Dap -000-668 Rev) <br />Including The Following Entitlements: (1) A Design Review Application To Permit <br />Construction Of Buildings That Are 3 Stories In Height With 2 & 3 -Bedroom Units <br />Ranging From 1,000 Square Feet To 1,200 Square Feet In Size; (2) A Minor Variance <br />To Reduce The Private Recreation Space Area, Exceed The Height Of A Wall From 6 <br />Feet To 8 Feet And Reduce The Side Yard Setback; (3) A Lot Merger Request To <br />Combine 4 Lots Into 1 Lot; (4) A Density Bonus And Regulatory Agreement; And (5) A <br />Request To Quit Claim A Portion Of Possible City Right -Of -Way Along Fairway Drive <br />To Accommodate The Project. <br />Mayor Chastain declared the public hearing open. <br />City Clerk Padilla announced that the Notice of Continuance for the public hearing was <br />on file in the City Clerk's office and no protests or objections have been received. <br />Community Development Director Zamora presented an overview of the agenda report <br />with request to approve staff's recommendation and adopt and approve resolution, R- <br />11-08; applicant is present to explain Myths and Facts in Affordable Housing for this <br />type of project and to make a presentation regarding this development. <br />Charles Hutchinson, Developer, presented a recap of the project and the steps taken <br />for the final concept presented for approval; explained/addressed Council concerns: <br />traffic congestion; security issues; neighborhood properties. <br />PUBLIC COMMENT <br />Fred Cordova, spoke against the project. <br />Ruben Gomez, spoke against the project. <br />Damon Howard, spoke against the project. <br />Kathy Holland -Smith, spoke against the project. <br />At 7:02 p.m. CM Toro left the dais. <br />Motion/second by Mayor Pro Tempore Mitchell/CM Suchil to close the public hearing. <br />Motion carried with CM Toro absent from the dais. <br />At 7:07 p.m. CM Toro returned to his place at the dais. <br />Motion/second by CM Yzaguirre/Toro to approve and adopt Resolution NO. R-11-08 to <br />include 3.10.10(b)(1) Equipment to be digital with quality and retention acceptable to <br />the Chief of Police.
