CITY MANAGER ORAL REPORTS: NONE Consent Calendar: Public Comment: Apolinar Espudo — spoke against Item 16. City Manager Parrish presented Consent Calendar Items No. (s) 5 thru 16, for approval. Motion/second by Mayor Pro Tempore Mitchell/CM Yzaguirre to approve Consent Calendar Items 5 thru 15 and pulling Item No. 16 for a separate vote. At: 1045 p.m. Mayor Chastain left the dais. Vote: Motion carried with CM Suchil voting "NO" on item 7 and with Mayor Chastain and CM De La Rosa absent from the dais. At 10:53 p.m. Mayor Chastain returned to the dais. (16) RDA/Engineering Resources of Southern California, Inc. — Recommendation to: (1) Find that this Contract Amendment is in the best interests of the City and Agency and Approve Award of this contract amendment in the amount not to exceed One hundred Eighty One thousand four hundred sixty and 00/100 dollars ($181,460) to Engineering Resources of Southern California, Inc. to conduct a Hydrology Study for areas affecting the West Valley Redevelopment Project Area; (2) Authorize the City Manager to execute this contract amendment pending provision of required insurance and endorsements from Engineering Resources of Southern California, Inc.; and, (3) Approve and Adopt Agency Resolution, RDA RESOLUTION NO. 869. Motion/second by Mayor Pro Tempore Mitchell/CM Yzaguirre to staff's recommendation. Motion carried with CM Suchil voting "NO" and CM De La Rosa absent from the dais.
