CITY OF COLTON <br />COUNCIL/REDEVELOPMENT AGENCY/COLTON UTILITY AUTHORITY <br />SPECIAL MEETING MINUTES <br />JANUARY 2, 2008 <br />A Special Meeting of the City Council/Redevelopment Agency/Colton Utility Authority of the City of <br />Colton was held at 5:02 p.m., on the above -given date in the Council Chambers of City Hall, located at <br />650 North La Cadena Drive, Colton, California Mayor Chastain presiding. Notice of Special Meeting <br />was given on December 27, 2007, in compliance with Government Code Section 54956. <br />ROLL CALL <br />Councilmembers present were, Mitchell, Oliva, Toro, Yzaguirre, De La Rosa and Mayor Chastain. Also <br />present were City Manager Parrish, City Attorney Martinez and Chief Deputy City Clerk Flores. <br />Absent: Mayor Pro Tempore Suchil. <br />MAYOR AND COUNCIL ITEMS: <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF JANUARY <br />2, 2008. <br />Mayor Chastain asked the members present if there were any agenda items that were a conflict of <br />interest pursuant to CMC Section 2.04.030. None disclosed. <br />PUBLIC COMMENT: <br />The following citizens addressed the council in favor of Inland Memorial: Lynne Simon, Ray Abril, and <br />Apolinar Espudo. <br />MAYOR AND COUNCIL ITEMS: <br />City Manager Parrish opened the discussion and introduced Assistant City Manager Nuaimi who <br />provided a PowerPoint presentation regarding current concerns with operations of Inland Memorial. <br />The topics discussed were: <br />Current Issues <br />12-27-07 City Transmits a Letter "Noting of Material Violations of Lease Agreement & Demand <br />for Corrective Action <br />Issues cited <br />✓ FESA Violations — disturbance of DSF Habitat without requisite "Take permit" from <br />USFWS <br />✓ Grading and NPDES Violations — evidence of unpermitted site disturbance impacting <br />storm drain system <br />Corrective Actions demanded by City of Colton <br />• Written confirmation as to status of plot sales in Tract Map No. 18663 <br />✓ Conflicting information to council subcommittee/city staff/media <br />• Compliance with all federal, state, and local laws — particularly FESA process <br />ZUUO JANUAKY Uz 5PC CURDA/CUA MEETING - 1 - <br />
