POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF <br />FEBRUARY 3, 2009. <br />Mayor Chastain asked the members present if there were any agenda items that were a conflict <br />of interest pursuant to CMC Section 2.04.030. None disclosed. <br />AB 1234 ORAL REPORTS: <br />Mayor Chastain asked the members present if there were any brief reports on meetings <br />attended at the expense of the city. (GC Section 53232.3(d)) None by members present. <br />CM Perez attended Training for New Councilmember and Mayors Conference in Sacramento, <br />AB 1234 Ethics Training, California Municipal Utilities Association, and Legislative Days <br />Mayor Chastain attended the State of the Santa Ana River Watershed Conference. <br />APPOINTMENTS: <br />City Commissions & Committees; Regional Boards & Committees <br />Negotiations Committee --(request to add a 3rd committee member and also clarify if <br />addition of 3'd member would be a "Member" or "Alternate') <br />Mayor Chastain announced that this item was requested by CM De La Rosa to consider a third <br />member. City Attorney Derleth clarified that this was an Ad Hoc Committee, a temporary <br />committee designed to make advisory recommendation to the full council and handle issues on <br />a short term basis, no Brown Act posting required. Mayor Pro Tempore Oliva and CM Toro <br />would be members and as needed Alternate would be CM Yzaguirre. <br />Fiscal Management Review Committee <br />Mayor Chastain recognized CM Bennett who requested to reinstate the Fiscal Management <br />Review Committee that would consist of three members, one being herself, to bring back a <br />comprehensive plan to be discussed. City Attorney clarified that an Ad Hoc Committee is <br />composed of Council members who then technically create citizen advisory committee to them; <br />otherwise it becomes a Brown Act committee. Consensus to come back with a plan. <br />District 5 - Code Enforcement & Housing Advisory Appeals Board <br />None <br />District 5 - Historic Preservation Commission <br />None <br />Mayor Chastain presented for ratification the re -appointment of the following At Large <br />Commission Appointments. <br />Boards & Commissions <br />Civil Service Vacant <br />Code Enforcement Jenny Zermeno <br />Historic W.
