City Attorney Derleth reported that the Council did meet and did confer in Closed <br />Session on the items previously announced with reportable action on Item No. A and <br />no reportable action on Item B. <br />A. PUBLIC EMPLOYEE APPOINTMENT <br />Position: Interim City Manager <br />ACTION: Appointment of Interim City Manager to Robert "Bob" Miller, pending <br />negotiations and execution of an agreement. Mayor Chastain, CM Yzaguirre, <br />and CM Toro formed an Ad Hoc Committee to work out details. <br />B. PUBLIC EMPLOYEE APPOINTMENT <br />Position: Permanent City Manager <br />ACTION: No Reportable <br />OPEN SESSION: <br />Continued Discussion of City Council Norms, Ethics and Policies and Options for <br />their Enforcement. <br />Special Counsel Grover Trask had Dr. Mathis distribute a handout to the Mayor and <br />Council that included comments and minutes from the Norms & Ethics Workshop from <br />January 31, 2009 Special Meeting. Discussion ensued regarding the importance of an <br />enforcement mechanism for due process and setting forth guidelines for future meetings <br />and ethical standards. <br />City Attorney Derleth announced that the handout distributed to the Mayor and Council <br />would be available to the public in the City Clerk's Office and on the City's website <br />marked "DRAFT" until a final document is prepared and approved. <br />ADJOURNMENT <br />At 8:02 p.m., with consensus of Council, Mayor Chastain declared the Special Meeting <br />adjourned. <br />Eileen C.
