MAYOR AND COUNCIL ITEMS <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF <br />DECEMBER 21, 2010. <br />Mayor Zamora asked the members present if there were any agenda items that were a conflict of <br />interest pursuant to CMC Section 2.04.030. None. <br />AB 1234 ORAL REPORTS <br />Council Member Bennett reported that on December 3, 2010 she attended AB1234 Training in <br />Ontario, California along with Mayor Zamora, and Council Member Perez, Council Member <br />Yzaguirre, Council Member Gonzales and City Clerk Gomez <br />APPOINTMENTS <br />City Commissions & Committees; Regional Boards & Committees <br />District 5 — Utilities Commission Appointment — Donna Lewis Pulled to return to the <br />January 4, 2011 Regular Council Meeting. <br />PUBLIC COMMENT <br />Before public comment City Attorney Derleth read the following provisions of the Manual of <br />Procedures on the rules governing public comment and decorum. <br />D4. TIME LIMITATION <br />(A) PUBLIC COMMENT PERIOD. Every person addressing the Council on an item not on the <br />agenda ("Public Comment"period) shall limit his or her address to five (5) minutes, unless further time is <br />granted by the Presiding Officer. If the Presiding Officer determines it to be necessary in the interests of <br />time and the ability of the Council to consider all items on its agenda, the Presiding Officer may do any <br />one or more of the following: (1) require that one or more — in the discretion of the Presiding Officer - <br />spokespersons be chosen to represent the group so as to avoid repetitive comments; (2) choose to limit <br />the overall time for the "Public Comment" period; or (3) reduce the five (5) minutes given to each <br />individual. Speakers shall not be allowed to yield or give their allotted time to other speakers. <br />(B) AGENDA ITEMS (INCLUDING PUBLIC HEARINGS. Every person addressing the Council on <br />an item on the agenda shall limit his or her address to three (3) minutes, unless further time is granted <br />by the Presiding Officer; provided, however, that for public hearing agenda items, the applicant shall be <br />provided with at least five (5) minutes and may, in the determination of the Presiding Officer, be asked <br />to respond to or address comments made by members of the public. If the Presiding Officer determines <br />it to be necessary in the interests of time and the ability of the Council to consider all items on its <br />agenda, the Presiding Officer may do any one or more of the following: (1) require that one or more — <br />in the discretion of the Presiding Officer - spokespersons be chosen to represent the group so as to avoid <br />repetitive comments; (2) choose to limit the overall time for public comments or the overall time given to <br />those persons speaking in support and in opposition to the item,; or (3) reduce the three (3) minutes <br />2010 DEC 21 REG CC/RDA/CUA MEETING - 4 - <br />
