PUBLIC HEARING <br />(7) 2010 California Building Standards Code <br />This was the Time And Place Fixed To Consider Adopting Second Reading Of An Ordinance, <br />Incorporating, Amending And Adopting By Reference The 2010 Edition Of The California <br />Building Code, Administrative Code; Electrical Code, Fire Code, Green Building Standards <br />Code, Mechanical Code, Plumbing Code, Residential Code, Uniform Code For The Abatement <br />Of Dangerous Buildings, International Property Maintenance Code, And Amending Certain <br />Provisions Thereof Through Express Findings Of Local Necessity. <br />Mayor Zamora declared the Public Hearing Open. <br />City Clerk Gomez announced that the Affidavit of Publication for the public hearing was on file <br />in the City Clerk's Office and no reports on protests or objections have been received. <br />Public Comment <br />The following citizens addressed the Council. None <br />Motion and second by CM Yzaguirre/CM Perez to close the public hearing. Unanimous vote. <br />Motion and second by CM Yzaguirre/CM Bennett to waive full reading and pass second reading <br />of Ordinance No. 0-03-10. Unanimous vote. <br />BUSINESS ITEMS <br />(8) Discussion of the Organizational Structure for Active and Inactive City Council Boards <br />and Commissions. <br />City Clerk Gomez provided a brief overview on the current active and inactive City <br />Council Boards and Commissions. Discussion by members present ensued regarding <br />potential changes, restructuring of current boards and commissions. Direction given to <br />staff to bring this item back at the next regular Council Meeting when appointments will <br />be made to various boards, commissions, committees and intergovernmental agencies. <br />(9) Discussion of Manual of Procedures Update. <br />City Clerk Gomez provided a brief overview on the current City Council Manual of <br />Procedures. After discussion by Mayor and Council, Council concurred to create an Ad <br />Hoc Committee to review current manual for potential updates, Mayor Zamora, CM <br />Yzaguirre and CM Oliva volunteered to serve on that committee. <br />(10) Approve and Adopt an Agency Resolution Approving the Preliminary Plan for <br />Redevelopment of Added Territory Boundaries and Directing Staff to Prepare and <br />Process the 2011 Amendments, AGENCY RESOLUTION NO. 887.
