(6) Best Drilling and Pump, Inc. - Approved Emergency Contract with Best Drilling and <br />Pump, Inc. for the Repairs on Well Pumping Plant No. 21 in an Amount Not -to -Exceed <br />$65,000. <br />(7) Diversified Pacific — Approved Request to Authorize Reduction of the Performance Bond <br />with the Diversified Pacific for the Subdivision Improvements for Tract 16912 by 75%. <br />(8) Community Development Block Grant Funds - Approved and Adopted a Resolution <br />Authorizing Allocation of Community Development Block Grant Funds for the Concrete <br />Infrastructure Removal and Reconstruction Project, RESOLUTION NO. R-64-10. <br />(9) Grand Avenue Street Improvement Project — Approved Request to Authorize Execution <br />of a Contract between the City of Colton and County of San Bernardino for Street <br />Improvements along Grand Avenue and Stevenson Street. <br />(10) San Bernardino County Associated Governments - Approved Request to Authorize and <br />Approve Execution of a Jurisdiction Master Agreement with San Bernardino County <br />Associated Governments. <br />(11) Authorized Position List — Approved Request to Reclassify the Position of Deputy City <br />Clerk to the Classification of Chief Deputy City Clerk and Direct that the Authorized <br />Position List be updated to reflect the Change. <br />BUSINESS ITEMS <br />(12) Consider Staff's Responses to the Audit Completed by Harvey M. Rose and Associates, <br />LLC and provide any Needed Direction on how to proceed. <br />City Manager Foster requested consideration of staff responses to the audit and that Mayor and <br />Council provide direction to staff as needed to proceed. <br />Public Utilities Director Earhart provided a brief overview of the recommendations and <br />requested that the audit be accepted as received. Requested that council direct staff to move <br />forward with a full -cost or service study. The study shall include a rate study component and <br />five-year plan for capital improvement projects to ensure future system reliability and an <br />organizational structure to support future growth. <br />Police Chief Miller provided an overview of the recommendations and requested that the <br />responses to the Operational Performance Audit conducted by the auditors be reviewed and <br />reconsidered. <br />Fire Chief Hendrix provided a brief overview of the recommendations and requested that the <br />Council review the report and considers the information provided when making a decision <br />regarding the audit recommendations contained in the Fire Department Operational Performance <br />Audit. <br />2010 SEP 07 REG CC/RDA/CUA MEETING - 4 - <br />
