(13) Authorize the City Manager to Execute a Contract with Harvey M. Rose Associates, LLC <br />in the Amount of $96,810 for an Operational Performance Audit of Automotive Services <br />(Fleet), Water and Wastewater Departments. It is further Recommended that the City <br />Direct Staff to Solicit Proposals to Perform a Citywide Comprehensive User Fee Study. <br />City Manager Foster requested that Council delay the audits and move forward on the user fee <br />RFP. <br />Motion and second by CM Bennett/Oliva, to delay the audit and move forward with the user fee <br />study and to conduct the audit internally.
