6. Contracting for Services <br />The CPD provides full-service law enforcement services to the community, and the scope of the <br />audit included a review of whether the City might be able to more cost-effectively provide police <br />services by contracting all or a portion of its current operations with other jurisdictions or service <br />providers. <br />— Three of the more commonly known forms of contracting are: <br />1) Intergovernmental service agreements - a unit of government contracts with another unit <br />of government to provide a service or group of services for a shared amount. <br />2) Consolidation/merger - a governmental entity consolidates and/or merges with another <br />area government for the provision of services with another (or multiple) area <br />government(s). <br />3) Privatization - all or part of governmental services are turned over to the private sector <br />for provision. <br />— Should the City decide to contract its law enforcement services, it should do so under the <br />intergovernmental service agreement model. <br />— There are numerous practical and political concerns and considerations surrounding <br />contracting, which makes this contracting decision not a simple matter of pure economic <br />efficiency. <br />Recommendations <br />In consultation with the City Manager, the City Council should determine whether the City <br />should contract out all or a portion of its police services. If a contracting alternative is chosen, <br />the City Council should direct the City Manager to solicit proposals through a competitive <br />process or to appropriately justify a decision to proceed with establishing a contract with the San <br />Bernardino County Sheriff's Department. <br />— If the City continues to operate its own dispatch unit, the City Manager should explore <br />combining the function with other neighboring jurisdictions, including possibly selling <br />dispatch services to other jurisdictions. <br />— The City Manager should determine the best option for restructuring the City's code <br />enforcement and animal control functions, including folding them into the City's <br />Development Services Department. <br />Animal control, animal shelter and/or code enforcement could alternatively be provided through <br />a contract or joint powers agreement. <br />PUBLIC COMMENT: <br />The following citizens addressed the council: Greg Castillo, Tony Morales, Robbie Bornsheuer, <br />Jose Olivar, Joe Perez, Christine Irish -Re and Robert Chavez, Sr. <br />Council Member De La Rosa directed staff to provide Council with concrete numbers, <br />suggestions on Utilities and possible reductions to get to those numbers. <br />(2) Operational Performance Audit of the Colton Fire Department <br />Receive presentation from Auditors and provide possible direction to staff <br />Steve Foti, Principal Partner with Harvey M.
