• Allow the City Manager to organize the meeting agenda in the manner he deems <br />appropriate. <br />• Allow the City Manager to make other minor clarifying changes <br />• Limit Council comment period to 5 minutes which will be timed by the City Clerk in the <br />same manner as public comment. <br />City Attorney Derleth will review the City Manager proposed revisions and determine if the <br />Manual of Procedures should return for a formal review and approval by Council. <br />City Manager Foster also stated that a new section could be added to the agenda as "Items for <br />Discussion" or "Council Business Items" in order to keep other items on the agenda moving <br />forward expeditiously. Concurrence by Mayor and Council to approve the suggested changes by <br />City Manager. <br />(3) Council Subcommittees <br />Council reviewed current list of Council subcommittees and identified which are actual standing <br />committees, informal ad-hoc committees, and clarified non council committees (e.g. Maddy List <br />appointments or separate entities that the Council does not control, like the PAL Board). <br />Consensus by Mayor and Council to direct staff to return with a proposal for formal, standing <br />City Council Policy Subcommittees. No opposition by members. <br />(4) Boards & Commissions <br />• Research the combining of certain commission such as: Mobile home Commission, CFD <br />Commission, and Landscape Maintenance Districts (LMDs) <br />• Review and determine whether the Colton Youth Board should be revised due to the <br />City's budget condition. <br />• Review and determine the extent to which the Cemetery Commission, Civil Service <br />Board and Rancho Mediterranean can be modified or absorbed into the Planning <br />Commission. <br />• Review and determine if the Historic Preservation Commission can be absorbed into the <br />Planning Commission. <br />Direction was given to staff to look at ways to make commissions more efficient and to find <br />ways in which to coordinate joint meetings with the Council, allowing for business to be <br />managed efficiently and openly. <br />ADJOURNMENT <br />At 9:30 p.m., with consensus of Council, Mayor Chastain declared the Special Meeting <br />adjou ed. <br />Eileen C.
