be the same as those of Boards of Election and of such election officers respectively under the law governing municipal elections, and in particulars not covered by such law, then under the said General Election Laws of said State. If any of the members of the Board hereinafter named, fail to attend at the polls on the morning of such election, the electors of the precinct at that hour may supply the place of any such absent member by appointment, as provided by said General Election Lavas. At said special election the polls shall be opened at 6 o'clock on the morning of the day of such election, and. must be kept open until 6 o'clock in the afternoon of the same day mhen the polls shall be closed, except as provided in Section 1164 of the Political Code of Cal ii ornia..
