If any section, subsection, sentence, clause, phrase or portion of this code is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisd.iction,,such decision shall not affect the validity of the remaining portions of this code. The Council of the City of Colton hereby declares it would have passed this ordinance and each section, subsection, clause, or phrase thereof irre- spective of the fact that any one or more sections, subsections, clauses or phrases be declared invalid. All ordinances or parts of ordinances in conflict with the provisions of this ordinance, particularly ordinance 1382 are hereby repealed. PART ONE ADMINISTRATION This ordinance shall be known as the Uniform Plumbing Code, may be cited as such and will be referred to in this Ordinance as "the code". Section 1.0 - Application and Scope The provisions of this code shall apply to all new construction, relocate buildings, and to any alterations, repairs, or reconstruction, except as pro- vided for otherwise in this code. Section 1.1 - Administrative Authority and Assistants Whenever the term "administrative authority" is used in this code, it shall be construed to mean the Building Inspection Director or his authorized representative. Section 1.2 - Assistants Whenever the term "assistants" is used in this code, it shall be con- strued to mean any additional inspector assisting the Building Inspection Director. Section 1.3 - Department Having Jurisdiction Unless otherwise provided for by law, the office of the Administrative Authority shall be a part of the Building and Safety Department. -2-
