All employees whose salaries are paid in full or in <br />part by state or federal grants or contracts to include, but not <br />limited to, the Emergency Employment Act (EEA) and the Comprehen- <br />sive Employment Training Act (CETA). <br />SECTION 2. SEVERABILITY. If any section, subsection, <br />subdivision, sentence, clause or phrase of this ordinance is for <br />any reason held to be unconstitutional, such decision shall not <br />affect the validity of the remaining portions of this ordinance. <br />The Council hereby declares that it would have passed this ordi- <br />nance, and each section, subsection, subdivision, sentence, clause <br />and phrase thereof, irrespective of the fact that any one or more <br />sections, subsections, subdivisions, sentences, clauses or phrases <br />be declared unconstitutional. <br />SECTION 3. REPEAL. All ordinances and/or all amendmen <br />to ordinances in conflict herewith are hereby repealed. <br />SECTION 4. EFFECTIVE DATE. PUBLICATION. This ordinanc <br />shall take effect thirty days after the date of its adoption and <br />prior to the expiration of fifteen days from the passage thereof <br />shall be published at least once in the Colton Courier, a weekly <br />newspaper of general circulation, published and circulated in the <br />City of Colton, and thenceforth and thereafter the same shall <br />be in full force and effect. <br />ADOPTED and APPROVED this 16th day of July, 1974. <br />ALBERT A.
