ORDINANCE NO. 1457 AN ORDINANCE REGULATING THE KEEPING, COLLECTING AND DISPOSAL OF GARBAGE, RUBBISH AND REFUSE IN THE CITY OF COLTON, CALIFORNIA. The Council of the City of Colton does ordain as follows: SECTION 1. Definitions - For the purpose of this ordinance, words and terms are defined as follows: A. "City" means the City of Colton, State of California; B. "Council" means the City Council of the City of Colton; C. "Garbage" includes, but is not restricted to, every accumulation of animal, vegetable or other material waste (1) resulting from the preparation and consumption of edible foodstuffs, or (2) resulting from decay, dealing in or storage of meats, fish, fowl, fruits or vegetables including the cans, containers or wrappers wasted along with such materials, or (3) such industrial, domestic and organic solid wastes or residue of animals sold for meat, or (4) fruit, vegetable and animal matter from kitchens, dining rooms, markets, food establishments or any other place using, dealing in or handling meats, fish, fowl, fruits, vegetables or grains, or (5) offal, animal excreta or the carcasses of animals, fish or fowl; D. "Occupant" shall include and mean every owner, tenant, occupant or person having the care or control of any premises within the City; E. "Permit Holder" means any Refuse Collector Commercial who has been regularly granted a permit by the Council to engage in the collection, transportation and/or disposal of garbage and/or rubbish in the City; F. "Refuse" includes both garbage and rubbish as defined herein; G. "Refuse Collector Commercial" means any person or persons, firm, co -partnership, joint venture, association or corporation engaged in the collection, and/or disposal of garbage and/or rubbish collected from a business, industry or commercial establishment in the City, but shall not include garbage and rubbish collected from dwellings; -1-
