SECTION 10. Frequency of Collections - The Director of Community Services <br />shall cause refuse to be collected and removed as follows: <br />A. From all residential premises at least once every two weeks. <br />B. From business, industrial or commercial establishments at least <br />once each week or as may be necessary. <br />C. All other special collections and removals as may be necessary. <br />D. The Director of Community Services or his agents or employees may <br />enter upon private property to collect and remove refuse when he <br />deems it necessary or expedient for efficient handling or because <br />of unusual circumstances. <br />SECTION 11. Regulations - The City Council may make regulations not in- <br />consistent with this Ordinance as may be necessary to effect the expedient, <br />economical and efficient collections, removal and disposal of refuse. <br />SECTION 12. Nature and Schedule of Charges <br />A. A charge for revenue and regulations is imposed upon every <br />Occupant of Premises in the City for the collection, removal and <br />disposal of refuse as provided by Resolution approved by the City <br />Council. <br />B. The City Council shall set, by Resolution, any and all rates, <br />charges or fees for the collection, removal and disposal of refuse, <br />• except those imposed by permit holders. <br />C. All charges for the collection, removal and disposal of refuse <br />shall be collected as provided by rules and regulations approved <br />by the City Council. <br />D. All charges provided herein except those imposed by permit holders <br />shall constitute a debt due to the City, and in the event suit is <br />brought to recover delinquent charges and judgment is obtained in <br />favor of the City, a reasonable attorney's fee for the legal <br />services rendered therein shall be awarded to the City in such <br />action in addition to the amount due and owing. <br />SECTION 13. Dead Animals - No person shall place the body of any dead animal <br />in any refuse container. The bodies of any dead animals shall be promptly <br />removed as directed by the Animal Control Officer, and the owner thereof shall <br />pay the cost to the City for the removal of such animal. <br />SECTION 14. Inspection of Premises - The Sanitarian and the Fire Chief, when <br />necessary, may visit premises within the City at reasonable times to examine <br />the conditions of said premises to enforce the provisions of this Ordinance.. <br />-5- <br />
