SECTION 8. Refuse Shall Be Placed in Proper Containers) <br />A. All refuse shall be placed for collection in containers as defined <br />and specified herein. <br />B. Infected Articles: The owner or occupant of any premises where an <br />infectious or contagious disease is in existence or has prevailed, <br />shall immediately notify the Sanitarian of the City. Under no <br />circumstances shall wearing apparel, bedding or other articles or <br />material from any home or place where any infectious or contagious <br />disease has prevailed be deposited in a refuse container, but all <br />such items shall be disposed of only as directed by the Sanitarian. <br />0 <br />C. Tree Trimmings: Tree trimmings, tree limbs, tree trunks and tree <br />stumps, if not placed in containers, shall be tied in bundles not <br />exceeding fifty (50) pounds in weight; however, bundles will not be <br />collected if they exceed fifteen (15) inches in diameter or four <br />(4) feet in length. <br />SECTION 9. Who May Collect Garbage and Rubbish <br />A. The collections, removal and disposal of all refuse shall be per- <br />formed exclusively by the City; excepting Refuse Collector Commercial, <br />as defined herein, duly granted a permit under such terms, conditions <br />and limitations the Council deems necessary in the interest of <br />public health, safety and welfare. <br />B. Every permit holder authorized to collect, remove and dispose of <br />refuse, in addition to any other terms or conditions to be performed, <br />before commencing such business shall be obliged to: <br />(1) Obtain a permit from the City Council; <br />(2) Pay a permit fee: <br />(3) Obtain a business license from the Business License Officer. <br />C. The City Council shall adopt by resolution procedures for application <br />and granting of permits; schedule of permit fees; and any other <br />regulations pertaining to the issuance of permits. <br />D. Notwithstanding anything to the contrary contained herein, every <br />person, firm, or corporation engaging in the business of gardening <br />is authorized to collect, remove and dispose of garden trimmings - <br />as an incident to such business, under their regular business license. <br />-4- <br />
