Adequate regulation of mobilehome parks and special occupancy parks under <br />2 the Acts requires a large amount of funding beyond that which the City can provide at this <br />3 time. <br />4 G. The City Council further finds that City staff and inspectors are not currently <br />5 equipped to handle enforcement of the Acts and that adequate training will be costly and <br />6 time-consuming and may result in inefficient and inadequate regulation of mobilehome parks <br />7 and special occupancy parks. <br />8 H. Relinquishing enforcement responsibility to the Department will allow <br />9 inspections and enforcement to continue in the City without delay and cost to the City. <br />10 SECTION 2. Written Notification to the Department. The City Council of City of <br />11 Colton hereby relinquishes enforcement responsibility for both the Mobilehome Parks Act <br />12 and the Special Occupancy Parks Act and hereby authorizes this Ordinance to constitute the <br />13 City's written notification to the Department to do so. <br />14 SECTION 3. Authorization to Notify Department. The City hereby authorizes the <br />15 City Clerk to transmit a certified copy of this Ordinance to the administrative office of the <br />16 Department of Housing and Community Development upon adoption of this ordinance. <br />17 SECTION 4. Cancellation of Enforcement Responsibility. This Ordinance shall act <br />18 to cancel the City's enforcement responsibility for both the Mobilehome Parks Act and the <br />19 Special Occupancy Parks Act. <br />20 SECTION 5. Effective Date.
