Community Development Block Grant (CDBG) Program <br />Project Proposal Applications <br />Fiscal Year 2008/2009 <br />1. City of Colton Community Services Department: "Adult and Youth Literacy <br />Program," $14,000. The Colton Public Library seeks CDBG funding to provide <br />literary services. Professional staff will maintain adult and youth literacy services <br />at the Main Library, Luque Branch and Homework Assistance Center. The <br />library literacy programs will serve the basic needs of functionally illiterate adults <br />and provide literacy education to youth in the Colton area. Adults will learn basic <br />reading and writing skills to improve their social and occupational environments. <br />Youth will be instructed in homework assistance to succeed in school to further <br />their education. The Colton Public Library proposes to use CDBG funds to pay <br />salary for one part-time literacy assistant to provide specialized literacy services <br />to adults and youth. By maintaining an established literacy program that recruits <br />volunteers and helps adults and youth with literacy skills, the library can address <br />an urgent community need in as cost effective a manner as possible. <br />2. City of Colton Public Works Department: "Valley Boulevard Median <br />Improvement Project," — Census Tract 70, from 10th Street to Mt. Vernon <br />Avenue, $295,000. The project will increase the safety of motorists and <br />pedestrians through the installation of curb, gutter, stamped concrete, missing <br />handicap ramps on the sidewalk, and landscaping and irrigation. It will promote <br />economic opportunity by eliminating blight and improving the aesthetics of the <br />area. The proposed project is part of a City of Colton redevelopment Area. <br />3. City of Colton Public Works Department: "Washington and I-215 <br />Landscaping Project," — Census Tract 71, $25,000. The project will improve <br />the aesthetics of the City by beautifying one of its I-215 entryways. Project scope <br />will include: installation of. plant material, irrigation improvements and guard rail <br />improvements to the on and off ramps at Washington Avenue. This project will <br />promote economic opportunity by improving the aesthetics of the community; the <br />project is part of a City of Colton Redevelopment Area. <br />4. City of Colton Public Works Department: "Lytle Creek Landscape <br />Beautification Project," — Census Tract 70, along Hillcrest Avenue between <br />Mt. Vernon Avenue and Olive Avenue, $25,000. The project will install plant <br />material and irrigation along the Lytle Creek Channel. These improvements will <br />increase safety along the channel, eliminate blight and increase the aesthetics of <br />the community. <br />5. City of Colton Public Works Department: "Various Alley Paving Project" — <br />Census Tract 68, 69 and 70, $75,000. Project will install base and asphalt along <br />nine alleys throughout the City. These improvements will improve the aesthetics <br />of the community and eliminate the dust which results from the use of these <br />unpaved roadways. <br />
