The views to the San Gabriel Mountains and San Bernardino mountains are <br />compromised by the foreground and middle ground views which consist of an urbanized <br />landscape with little or no important scenic qualities. The project will provide economic <br />incentives that is designed to facilitate implementation of industrial and commercial uses <br />consistent with the General Plan, but the incentives are not forecast to have any adverse <br />effect on existing scenic vistas. Based on the new development requirements for industrial <br />and commercial facilities, the scenic vistas are forecast to be enhanced by development in <br />the SBVEZ designated project area that will meet City design guidelines and may rid <br />some part of the area of the signs of urban blight, particularly if future projects include <br />redevelopment of blighted areas. Vacant lots that may now be used as a place to dump <br />trash and provide an environment for weeds, may be developed into attractive buildings <br />with landscaping. <br />There will be short-term construction effects from development, but this impact is <br />considered to be a less than significant impact on the existing scenic vistas. (PEIR page <br />4-5). <br />Potential Impact: Would the Project substantially damage scenic resources, <br />including, but not limited to, trees, rock outcroppings, and historic buildings within a <br />state scenic highway? (PEIR page 4-5) <br />Finding: The Project would not damage scenic resources, including, but not <br />limited to, trees, rock outcroppings, and historic buildings within a state scenic <br />highway. (PEIR page 4-5) <br />Mitigation Measures: No Project-specific mitigation measures are required <br />since no significant adverse impact is expected. <br />Explanation: The project site is not located near any state scenic <br />highway. Therefore, no damage to scenic resources in the vicinity of a state <br />scenic highway can result from implementing the proposed project. No historic <br />buildings are forecast to be directly impacted by approval of the SBVEZ <br />designation for the City of Colton. This is because at this time only undeveloped <br />parcels are proposed for future industrial and retail uses. However, mitigation is <br />provided in the Subchapter that addresses cultural resources (Subchapter 4.6) <br />issues that may result if the City considers redevelopment of historic buildings or <br />facilities. Mitigation contained in the cultural resources section requires <br />evaluation of any structures that may be impacted by redevelopment activities for <br />historic value and implementation of ineasures to reduce potential impacts to <br />historical resources, or preparation of a subsequent environmental document to <br />address potential significant loss of such historic resources. <br />� <br />
