Over the long term the scenic <br />resources of the SBVEZ designated in Colton can is forecast to be enhanced by <br />newer development. <br />No other scenic resources of quality were identified in the project area. <br />Thus, no significant adverse impact on scenic qualities will be caused by <br />implementing the proposed project. Views are forecast to be comparable to the <br />existing urban/suburban views in the Colton SBVEZ designated area if the <br />program is implemented. No permanent loss of significant scenic resources is <br />forecast to result from implementing the proposed program. New development, that the proposed program <br />is intended to facilitate, will contain more variety, character and quality than the <br />existing vacant lots or dilapidated buildings within the program area. Based on <br />the criteria identified above, the existing visual character and quality of the <br />project area will be modified, but it will be modified in a manner consistent with <br />the City's General Plan and Development Code principles and guidelines for <br />development within the City. Thus, the impact to visual resource quality and <br />character has a potential to be significant and beneficial. not adverse.
