All existing roadways within the City contain <br />street lighting at varying densities and the proposed SBVEZ program is not <br />intended to install new roadways, as opposed to enhancing existing roadways, or <br />other night lighting. Any increase in lighting within the Colton SBVEZ program <br />area is not inherently negative or adverse. This is because night lighting, be it <br />roads, commercial signs or offices, is consistent with the existing night visual <br />setting onsite and throughout the whole of the urbanized San Bernardino Valley, <br />which encompasses the Colton SBVEZ program area. Following all City <br />standards for outdoor lighting, the increase in lighting forecast to occur in <br />conjunction with project implementation is not forecast to result in any <br />significant light or glare effects. (PEIR page 4-6) <br />Thus, based on the existing background light environment and the controls on <br />future lighting within the Colton SBVEZ program area, the proposed lighting <br />changes within the program area from implementation of the Enterprise Zone in <br />accordance with the General Plan are not forecast to be significantly adverse. <br />(PEIR page 4-6) <br />Regarding future construction in the project area, the City will require that no <br />exterior night construction be allowed, except in an emergency and if this <br />restriction must be waived in the future, further environmental documentation <br />will be prepared and reviewed by the City. (PEIR page 4-6) <br />Potential Impact: Would the Project cause a cumulative impact on visual quality <br />and aesthetics? (PEIR page 4-7) <br />Finding: The Project would not have a cumulative impact on visual quality and <br />aesthetics. (PEIR page 4-7) <br />Mitigation Measures: No Project-specific mitigation measures are required <br />since no significant adverse impact is expected. <br />Explanation: Implementation of the proposed project is intended facilitate <br />buildout of the General Plan for the SBVEZ designated area in the Cities of <br />Colton and San Bernardino, and San Bernardino County within these two cities. <br />If the SBVEZ program is successful there will be an associated change in views <br />within the urban portion of the San Bernardino Valley, as sites are developed <br />earlier than originally envisioned by the General Plans for these three <br />jurisdictions. Development under the proposed project would incorporate the <br />design principles in the pertinent General Plans and Development Codes. <br />Further, specific future development would be evaluated in each jurisdiction <br />during a design review process, which will create a community visual setting that <br />will be developed consistent with the development design goals of each <br />community. This project's contribution to the development of land within the <br />City's boundaries and the SBVEZ boundaries in a manner consistent with each <br />8 <br />
