Compliance with the California Environmental Quality Act. As the <br />decision-making body for the Project, the City Council has reviewed and considered the <br />information contained in the Mitigated Negative Declaration, Initial Study, and administrative <br />record for the Project. The City Council finds that the Mitigated Negative Declaration and <br />Initial Study contain a complete, objective and accurate reporting of the environmental <br />impacts associated with the Project and reflects the independent judgment of the City Council. <br />The City Council further finds that the Mitigated Negative Declaration, Initial Study and <br />administrative record have been completed in compliance with CEQA, the State CEQA <br />Guidelines, and the City's Local CEQA Guidelines. <br />SECTION 2. Findings on Environmental Impacts. Based on the Mitigated Negative <br />Declaration, the Initial Study, the administrative record and all written and oral evidence <br />presented to the City Council, the City Council finds that all environmental impacts of the <br />Project can be mitigated to a level of insignificance pursuant to the mitigation measures <br />outlined in the Mitigated Negative Declaration, the Mitigation Monitoring and Reporting <br />Program and the Initial Study. The City Council further finds that there is no substantial <br />evidence in the administrative record supporting a fair argument that the Project may result in <br />significant environmental impacts. <br />SECTION 3. Adoption of Mitigated Negative Declaration. The City Council hereby <br />approves and adopts the Mitigated Negative Declaration and the Mitigation Monitoring and <br />Reporting Program prepared for the Project. <br />SECTION 4. Notice of Determination. The City Council directs staff to file a Notice of <br />Determination with the San Bernardino County Clerk of the Board of Supervisors within five <br />(5) working days of Project approval. <br />SECTION 5. Custodian of Records.
