R-04-10 <br />A RESOLTUION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />IMPLEMENTING A NEW ORGANIZATIONAL STRUCTURE WITHIN THE <br />CITY OF COLTON, COLTON REDEVELOPMENT AGENCY, COLTON <br />WATER AND WASTEWATER UTILITY AND THE COLTON ELECTRIC <br />UTILITY; CREATING OR RE-CREATING POSITIONS AND <br />ACCOMPANYING JOB DESCRIPTIONS; ADOTPING THE CITY'S <br />COMPREHENSIVE SALARY TABLE AND REPEALING RESOLTUION NO. <br />R-47-07; AND, DIRECTING STAFF TO IMPLEMENT LAYOFF <br />PROCEDURES IN ACCORDANCE WITH APPLICABLE LAWS, RULES AND <br />REGULATIONS <br />WHEREAS, the City Council of the City of Colton has reviewed staff's presentation <br />including all staff materials distributed to the City Council and/or attached to the City <br />Manager's staff report dated January 16, 2010, regarding the reorganization of City <br />Departments and has found that the reorganization is in the best interests of the City since it <br />will provide for a more efficient, effective and economical conduct of the City's business; and <br />WHEREAS, as a result of the reorganization certain positions will be deleted and <br />others re -titled or created in order to accomplish a more efficient, effective and economical <br />municipal organization; and <br />WHEREAS, the City Council understands that layoffs will result from this action and <br />that the City Manager is authorized to implement layoffs and any needed procedures including <br />any applicable meet and confer obligations in order to implement the provisions of this action; <br />and <br />WHEREAS, the proposed organization will result in the savings of limited financial <br />resources. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY COLTON AS FOLLOWS: <br />Section 1: That in all aspects the recitals stated above are true and correct. <br />Furthermore, staff's presentation, including the City Manager's staff report dated January 16, <br />2010 and all of its attachment and/or other documents distributed to the City Council are also <br />incorporated herein by reference, approved and adopted as findings. <br />Section 2: That the City Manager is directed to implement the intent of this <br />resolution as soon as is reasonable following the implementation of any needed procedures, <br />including, but not limited to, any necessary meet and confer obligations related to the effects of <br />this action, as well as the incorporation of any actions or modification related thereto, and to <br />make any budget adjustments necessary to implement the reorganization. <br />
