1 <br />2 <br />3 <br />4' <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18' <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />Section 3: That in accordance with the City's Personnel Rules and Regulations and <br />other applicable laws, rules and regulations, the City Council finds and determines that layoffs <br />are necessary for the efficient, effective and economical conduct of the City's business. <br />Section 4: That the City Council determines and adopts the proposed <br />organizational structure as outlined in Exhibit "A" attached hereto and incorporated herein by <br />reference. <br />Section 5: That the City Council creates or re-creates the positions listed in Exhibit <br />"B" attached hereto and incorporated herein by reference and approves the job description for <br />each position also described in Exhibit `B" attached hereto. <br />Section 6: That the City Council adopts the comprehensive salary table provided in <br />Exhibit "C" attached hereto and incorporated herein by reference, including the applicable <br />salary ranges for the positions provided for in Section 5 above. The City Council repeals all <br />older salary resolutions, including but not limited to, Resolution No. R-47-07. <br />Section 7: That the City Council reaffirms the City Manager or his designee as the <br />City's Personnel Officer, as well as affirming the City Manager's management right to approve <br />recruitments for all budgeted and authorized City positions without further approval of the City <br />Council, including the recall of previously laid -off employees as needed to meet City goals and <br />objectives. <br />PASSED, APPROVED AND ADOPTED THIS 16TH DAY OF JANUARY 2010. <br />KELLY J.
