Company would dedicate to the City right of way along the west side of Rancho Avenue, <br />commencing at the railroad, south to Agua Mansa Road. A draft agreement is underway and prior <br />to construction of the signalized intersection this agreement will be fully executed. The dedication <br />of this segment of Rancho Avenue is needed to allow for the capital improvements correspondent <br />to the second phase of the 3-5 Comprehensive Storm Drain Project. <br />The fourth and final component included in the proposed design agreement (attached as Exhibit <br />B) is the design of a `school bus drop-off point' in front of the Rogers Elementary School, along <br />Laurel Avenue. This improvement is part of a County funded project designed to increase the <br />safety of pedestrian and school children; the project exists in the CIP as the Dr. Paul J Rogers <br />Elementary Improvement Project. <br />ANALYSIS/DISCUSSION: <br />The Public Works Engineering Division issued a Request for Proposals (RFP) to seven consultants <br />requesting plans, specifications, and estimates for the design of three traffic signals and a crosswalk <br />signal in front of Dr. Paul J. Rogers Elementary School. Of the seven consultants contacted three <br />consultants responded to the RFP, below are their corresponding cost proposals and interview <br />rankings: <br />Consultant Costs Proposal <br />1) Katz Okitsu and Associates (Ontario, CA) $ 28,035 <br />2) Minagar and Associates, Inc. (Irvine, CA) $ 27,957 <br />3) CBM Consulting (Gardena, CA) $117,863. <br />The evaluation process of the written proposals rated Katz and Okitsu and Associates in first place, <br />above Minagar and Associates, Inc. and CBM Consulting. Staff recommends awarding the design <br />agreement to Katz, Okitsu and Associates (KO&A) as their proposal incorporated the signal timing <br />design for each intersection and was more comprehensive. While Minagar's cost proposal is lower <br />than KO&A's by $78.00 it does not incorporate the cost of the signal timing design, which is <br />approximately $500 per intersection. <br />On February 7, 2007, Principal Gonzales, Council Member Toro, and the City Engineer met on site, <br />at Dr. Paul J. Rogers Elementary School, to discuss the proposed pedestrian safety improvements <br />along Laurel Avenue. Principal Gonzales requested a school drop-off zone be installed rather than <br />a signalized crosswalk. Installation of a school drop-off zone would advance the pedestrian safety <br />of the Dr. Paul J. Rogers Elementary School Zone further than a signalized crosswalk. As design of <br />this improvement was not part of the original RFP, staff recommends awarding the agreement to <br />the most qualified consultant for design of the three traffic signalization projects and adding the <br />design of a school drop-off site to the scope of the agreement; the design of the school drop-off site <br />requires engineering design proficiency equal to that of the work bid on December 11, 2006. It is <br />prudent the school drop-off site is added to the agreement's scope of work as it will result in project <br />savings. The school drop-off site will be located along Laurel Avenue and includes a zone for <br />vehicles, as well as a separate zone for school buses. Upon the City's request to incorporate the <br />design of a school drop-off site instead of designing a signalized crosswalk Katz, Okitsu and <br />Associates submitted a new cost proposal for both the traffic signal designs and school drop-off <br />
