Katz, Okitsu and Associates' experience in this field supplements <br />their proposal. <br />The evaluation process has identified Katz, Okitsu, and Associates as the most qualified consultant <br />to complete the tasks needed for the delivery of the projects. The informal bidding procedure for a <br />non-public project was completed in compliance with the City's purchasing ordinance. Staff <br />requests the award of three traffic signalization projects be awarded to Katz, Okitsu and Associates <br />as these design projects were bid in compliance with Section 3.08.120 of the purchasing ordinance. <br />In addition, staff requests the awarded agreement include the school drop-off site as allowable by <br />Section 3.08.140(e) of the purchasing ordinance. Staff recommends award of a design agreement to <br />Katz, Okitsu and Associates in the amount of $55,715. <br />With the exception of the proposed improvements at Rancho Avenue and Cement Plant Road all <br />the proposed improvements currently exist as a project within the 2006/2007 CIP. Staff requests allocating $10,000 to the Traffic Signalization at Rancho and <br />Cement Plant Road Project from Traffic Impact Fees and budgeting these funds in account <br />number 450-0720-6900-3890. These funds will cover the design phase of the project, which will <br />provide staff construction costs; funding for the construction phase of the project will be <br />appropriated to the project after the project is bid. <br />
