EXHIBIT "A" <br />(Commercial Marijuana Operators Permit Application and Selection <br />Procedure) <br />The following is the three phase application process that will be followed related <br />to the issuance of a Commercial Marijuana Operator Permit ("CMOP") by the City <br />of Colton ("City"). <br />I. Phase 1 consists of the initial application process and determines the <br />applicant's eligibility. All applications are evaluated for completeness, and <br />proposed business locations are evaluated for zoning eligibility. Finally, <br />applicants undergo evaluations on their criminal history. <br />II. Phase 2 begins the evaluation, and ranks applicants which have <br />advanced to Phase 2 by means of a complete and accurate application and <br />eligibility screening. Applicants will be interviewed and evaluated by the City <br />Manager and his or her designees based on the proposed businesses' final <br />location, Operating/business Plan, neighborhood compatibility, safety and <br />security, community benefit, fire safety, transportation methods, product storage <br />and tracking, laboratory testing and disposal of contaminated products, product <br />complaints, odor control, toxic material control environmental benefits, labor and <br />employment opportunities, local enterprise growth and the qualifications of the <br />business's principals. Each of these components is assigned a weight and point <br />level, allowing for the scoring of each applicant based on the same criteria. The <br />score from Phase 2 will establish a ranking and identifying the top two (2) <br />applicants. <br />III. Phase 3 consists of the two (2) final applicants attending a public meeting <br />with the City Manager and his designees. The City Manager and his designees <br />shall present the top two (2) applicants to the City Council for their consideration. <br />As part of this presentation, the overall scores will be presented to the City <br />Council who will make the final decision on whether the top two (2) applicants will <br />be awarded a CMOP. <br />CITY OF COLTON <br />COMMERCIAL MARIJUANA OPERATORS PERMIT EVALUATION PROCESS <br />Staff has developed a three-phase evaluation and selection procedure as <br />follows: <br />Phase 1: Preliminary determination of eligibility. <br />• Phase 2: Initial Ranking <br />23152.6300A\30431031.2 <br />02-20-2018 Council Agenda 264 <br />
