• Phase 3: Public Meeting and City Council Final Selection. <br />This process is described in greater detail below: <br />➢ Phase 1: Determination of Eligibility and Application <br />• Applications must be complete to be considered. Applications will <br />be considered complete only if they include all of the information <br />required for Phases 1, 2 and 3. <br />• Each Principal must undergo a criminal history check by obtaining a <br />background check through the Live Scan process. The City will <br />deny a permit application if the applicant has been convicted of a <br />crime listed in California Business and Professions Code section <br />19323. <br />• Proposed location of business/Property Information. <br />• Proposed Business Operations. <br />• Property Owner authorization. <br />➢ Phase 2: Initial Ranking (3,000 Points) <br />The City Manager or his designees, shall evaluate the qualified <br />applicants based on the following criteria. <br />The City Manager or his designees shall rank the applicants based <br />on the following criteria: <br />• Final Location (proof of ownership or a signed and notarized <br />statement from the Property owner (300 <br />Points) <br />• Transportation (100 Points) <br />• Community Benefits/Involvement (500 Points) <br />• Product Storage & Tracking (200 Points) <br />• Product Complaints (100 Points) <br />• Odor Control (200 Points) <br />• Toxic Material Control (100 Points) <br />• Laboratory Testing & Waste Disposal (200 Points) <br />231 S 2.6300A\30431031.2 <br />02-20-2018 Council Agenda 265 <br />
